Fill an area with a colour like this
	Using a small brush create some random shapes with a slightly darker shade
	Now apply the mosaic filter with the amount set to 20
	This part shows you how to do simple scanlines, draw 2 lines 1 pixel wide on a new layer, one black one white and select them, now goto edit/define pattern, then delete the lines
	On your new layer goto layer/new fill layer/pattern, and choose your newly defined pattern
	You should end up with this
	Now goto layer blending options and knock the opacity down to 10%
	Thats it, just add it to your interface.
